Carter Financial Management Dallas Staff
Patricia comes to Carter Financial Management with an extensive background as a receptionist. Her expertise also includes many years in Purchasing and Insurance. Patricia has a son, Charles Avant, residing in Austin, and a daughter, Shirley Avant, residing in Richardson. She has four grandchildren: Mac McCally, Meredith McCally, Laura Avant, and Colin Avant. Her hobbies are needlepoint and needlecrafts, meeting with her sewing group, and studying voice. She enjoys spending time with her family and friends and performing for Retirement Centers. Carter Financial Management welcomed Leona Balady Martin in May 2005. She serves in a dual capacity as Director of Human Resources and as Office Manager. Leona works directly with Mr. Carter on client services, staff management, and office operations. Leona graduated from Baylor University with a B.B.A in Real Estate with an emphasis in finance. She has worked in finance and accounting for over eight years. Her hometown is Belton, Texas. She married Nick Martin in May 2005 and they currently reside in Garland. Linda Borchelt joined Carter Financial Management in May 1995 as the Records coordinator. Since moving to the new offices, Linda has been responsible for converting all paper client files to digital format as part of our effort to comply with better safekeeping practices of the firm. Her responsibilities included initiating and maintaining all client files, as well as all information of the various investments used by the planners of the firm. She is also the chief coordinator of the annual investment conference. Linda graduated from Stephen F. Austin State University in 1973 with a Bachelor of Science degree. (lborchelt@cascfm.com)
Tara Timmons joined Carter Financial Management in October 2003. She is our communication specialist and travel coordinator. She is responsible for handling Bill Carter’s outgoing correspondence, meeting and travel arrangements, and mailing database. In addition to those responsibilities, Tara also coordinates the quarterly newsletter and website updates. She brings with her human resource and public relations experience. Shannon Patterson joined Carter Financial Management in May of 2006 as Bill Carter’s Executive Assistant. Her responsibilities include coordinating appointments and performing client support. She graduated from Texas Woman’s University in May 1998 with a Bachelor of Science degree and previously worked at a banking institution in Ennis, Texas as a lending assistant to the president and senior vice president. Shannon is originally
from Azle, Texas and currently resides in Red Oak, Texas with her
husband, Jody. Her hobbies include scrapbooking, fishing, and racing
her dragster in local competition.
Chris Peay joined Carter Financial Management in February 2002 as the IT and Database Administrator. He manages the servers and workstations in the Dallas, Decatur, Houston, and College Station. His responsibilities include maintaining server and workstation functionality, supporting the phone system, maintaining communication links to satellite offices, video conferencing, research new technological developments, plan hardware and software upgrades, maintain CAS client financial database, and produces Quarterly Reports for CFM clients. He is chairman of the CFM Technology Committee, the Contingency Plan Committee and a board member on the Carter Investment Committee. Chris graduated with a MBA from Keller School of Management and graduated summa cum laude from DeVry University with a degree in Telecommunications Management. Brandon Ratzlaff joined Carter Financial Management in 2006 as an Associate Financial Planner with Kathy Muldoon. Prior to joining CFM, Brandon worked as a Financial Advisor for Merrill Lynch and Morgan Keegan, gaining valuable experience. Brandon attended college at Texas Tech University. He graduated with a Bachelor of Business Administration degree in Marketing and obtained a M.S. in Personal Financial Planning. While working on his M.S. degree, Brandon also worked as a Graduate Teaching Assistant. Brandon is currently licensed by the National Association of Securities Dealers. He holds a Series 7 and Series 66 license. He also has his Group One Life and Health Insurance license issued by the Texas Department of Insurance. Brandon, his wife, Jennifer,
and son, Conner, reside in Midlothian, TX. They are involved in

Taylor began working at Carter Financial in May 2004 as Tom McIntire's Assistant. Taylor graduated cum laude from Baylor University in May 2004 with a B.B.A. in Financial Services & Planning. Taylor is a CERTIFIED FINANCIAL PLANNING™ professional and he holds his Series 7 and Series 66 licenses with Raymond James Financial Services, a member of NASD, as well as his Group One Life and Health Insurance license issued by the Texas Department of Insurance. Anjee recently joined Carter Financial Management in March of 2007 as an Executive Assistant to Senior Vice President, Bob Berg. Her responsibilities include coordinating all aspects of Mr. Berg’s practice, performing client support and updating client reports. She also serves as a liaison to the mutual fund companies and is a member of the Carter Investment Conference committee. Anjee is working towards becoming a Financial Planner in the near future. Before joining CFM, she worked in accounting and client relations for over 8 years.
Anjee has lived in the Dallas area for 17 years and currently lives in Rowlett with her husband Jimmy, and two children, Lauren and Hunter. She enjoys reading, scrapbooking and card making in her spare time.
Chris Moreland joined Carter Financial Management in August of this year as an associate financial planner under Bill Carter. He currently holds his Series 7 and 66 licenses and is working toward his CFP® designation. Chris Graduated from St. Edwards University with a concentration in finance in 2006. After graduation he worked as an Investment Advisor before joining the Carter team. Chris focuses on the fundamentals of financial planning with an emphasis on each individual’s needs. Chris enjoys spending much of his time with his grandfather along with the rest of his family and friends. In his free time he avidly plays rugby and lacrosse, as well as, coaching youth lacrosse in the Dallas area.
Pam joined the team at Carter Financial Management in March this year. Her background includes Management & Human Resources. She has also worked for many years in tax preparation /processing, and customer relations. She has been married for 38 years to Tommy Dorman. They have two children, their son, Jason works at Countrywide in Richardson, TX and their daughter Jana and son-in-law, Brad Tuttle are Minister’s that have just started The Harvest Church International in Frisco, TX. Pam and Tommy enjoy going to the Hill Country, exercising, gardening, and visiting with family and friends.
