Carter Financial Management Bill E. Carter CFP®,
CLU, ChFC
As a Certified Financial Planner and president of Carter Financial Management (CFM), Bill Carter is dedicated to serving the financial needs of families, individuals and business owners. Through coordinated use of tax, investment and estate planning tools and techniques, he assists clients in setting and achieving their financial goals and objectives. Carter began his financial planning career in 1973, opening his own firm three years later. In 1980, he formed Carter Advisory Services, Inc. (CAS), a registered investment advisory company. Carter received a degree in Agricultural Economics from Texas A&M University, where he was a distinguished military graduate and served as student body president. Currently, he serves on the Advisory Council to Texas A&M President, Dr. Robert M. Gates and to the Cadet Center for Leadership and Excellence, as well as the Chancellor’s Century Council and the Advisor Committee of the Corps Development Council. He also serves on the Board of Directors of the 12th Man Foundation and the Private Enterprise Research Center. Carter is past president of the Association of Former Students, past president of the Dallas A&M Club, past chairman of the Board of Trustees of the Texas A&M University Foundation and a former member of the Texas A&M University System Investment Advisory Committee and the President’s Board of Visitors. Known for his expertise in the financial industry, he has served on the Oakland University Advisory Council for Personal Financial Planning, the Tax Management Financial Planning Advisory Board, the MBA Advisory Board for Financial Planning at the University of Dallas, and the CLU-ChFC Visiting Committee of the American College. In recognition of his interest and support of the Financial Planning Department of Baylor University's College of Business, the faculty of the Hankamer School of Business has named Carter an honorary professor. Carter's professional involvement includes terms as Chairman of the Board and President of the International Association of Financial Planning (IAFP). Other accomplishments include serving as a member of the Board of Directors of the Institute of Certified Financial Planners and a listing with the Registry of CFP® Practitioners. He is past President and past Chairman of the Board of Governors of The Certified Financial Planner Board of Standards, and also is a past Chairman of the CFP® International Council and a past Chairman of the Foundation for Financial Planning. Carter has provided management and organizational leadership to many civic and community groups. He currently serves on the Senior Source Board of Directors and Finance Committee, the Children's Medical Center of Dallas Board of Trustees and Planned Giving Council, the Greater Dallas Planning Council, and the Editorial Board of Asian Financial Planning Journal. In addition, he has served as Board of Directors for Baylor University Medical Foundation, the Dallas Alliance to Help Eliminate Alcohol and Drug Addiction (AHEAD), the Dallas Foster Grandparent Advisory Council, the Greater Dallas Council on Alcohol and Drug Abuse, the Offender Preparation and Education Network (OPEN) and the Board of Trustees for Southwestern Baptist Theological Seminary's Planned Giving Committee and the American Diabetes Association. He has received wide recognition for his personal and professional acumen. In 2000, Carter was presented the "Distinguished Alumni Award" from Texas A&M University. He received the “2003 Honors Award” from the Financial Planning Association of Dallas/Fort Worth. Mutual Funds magazine named Bill Carter one of the top 100 financial planners in the country in their September 2002 issue. In 2002 Worth magazine named Carter one of the Top 250 Financial Planners for the sixth consecutive year. He has also been named "Rising Star of Texas” by Texas Business magazine, and one of the "Dallas Dozen" by The Dallas Times Herald's in Dallas Inc. He has participated in the Leadership Dallas Program sponsored by the Greater Dallas Chamber of Commerce and has been a member of their Alumni Board. The Dallas Chamber of Commerce presented the Small Business Award to Carter Financial Management in 1995. Frequently quoted in such publications as The New York Times, Money magazine, USA Today, The Wall Street Journal and The Dallas Morning News, Carter is regarded as a pioneer of the financial planning profession and one of the top financial planners in the United States.
